Last year, the European Commission published the Implementing Decision (EU) 2025/1175, approving the new version of the glossary of common ingredient names for use on the labelling of cosmetic products.

This new list of cosmetic ingredients, which will be… mandatory from 30 July 2026, replaces the current glossary of common names of cosmetic ingredients, which was published in 2022. This is because, pursuant to Article 33 of the Regulation (EC) No 1223/2009 cosmetic products, the European Commission should keep the glossary up to date, taking into account market developments and innovation in the cosmetics sector.

Glossary of common names of cosmetic ingredients: a necessary update to the list of permitted cosmetic ingredients

Glossary of common names for cosmetic ingredients – The European Commission announced last year the publication of the Implementing Decision (EU) 2025/1175, which consists of an update to the glossary of common ingredient names for use on the labelling of cosmetic products.

This is a regular update by the European Commission, which published the latest version of the glossary in 2022. This is because, pursuant to Article 33 of the Regulation (EC) No 1223/2009, the Commission is ultimately responsible for maintaining an up-to-date glossary that reflects developments in the cosmetics market and takes account of the innovations – in ingredients, product design and manufacturing methods alike – that are taking place within the cosmetics industry.

To comply with the Implementing Decision (EU) 2025/1175 It will be compulsory for cosmetics companies from 30 July 2026 for the labelling of cosmetic products placed on the market. For this reason, companies should make the most of these final months to implement the changes to their labelling and, in this way, adapt their products to comply with the Implementing Decision (EU) 2025/1175.

What are the main changes introduced by the Implementing Decision (EU) 2025/1175? Update to the glossary of common names of cosmetic ingredients

The Implementing Decision (EU) 2025/1175 This entails, first of all, the repeal of the Implementing Decision (EU) 2022/677, which contained the latest update to the Glossary of Common Names of Ingredients for use in the labelling of cosmetic products, carried out in 2022.

Furthermore, according to the employers’ organisation Stanpa, this new publication introduces, 3 main changes:

  • New ingredient names (which are already used in cosmetics sold in the EU).
  • Bug fixes from the previous version of the glossary and adding ingredients previously omitted.
  • Removal of names which are no longer used (or which have been replaced by their INCI names).

In short, these are reasonable and expected changes, which simply serve to update the Glossary of Common Names of Cosmetic Ingredients. And, in this case, they place greater emphasis on the INCI names of the ingredients.

It should be noted that the new version of the glossary of common names for cosmetic ingredients, published in 2025, includes 30,419 cosmetic ingredients, that in the original text of the Implementing Decision (EU) 2025/1175, are listed in alphabetical order and numbered individually so that they can be identified without any doubt.

And finally, I would like to remind you that, whilst it is true that Economic operators have been allowed to start using this new glossary on their product labelling on a voluntary basis from 30 July 2025, to comply with the Implementing Decision (EU) 2025/1175, approving the new version of the glossary of common ingredient names for use in the labelling of cosmetic products, this will no longer be optional but mandatory for all cosmetics companies from 30 July 2026
