On 6 July, the OJEU –Official Journal of the European Union– published the Regulation (EU) 2017/1224 of the Commission, amending the Annex V to Regulation (EC) No 1223/2009 of the European Parliament and of the Council on cosmetic products.

This is a minor amendment to an article in the current 2009 Regulation. It mainly concerns the permitted concentration of a preservative used in the manufacture of cosmetics.

Changes introduced by the amendment to Annex V of the Regulation

The amendment to the Annex V to the Cosmetics Regulation It basically means that the concentration of the preservative needs to be reduced Methylisothiazolinone. This change is due to an increase in the incidence of allergies caused by this ingredient. Its implementation involves a timetable, which, in terms of the deadlines for compliance, will mean:

  • With effect from 27 January 2018. “Only cosmetic products that comply with this Regulation may be placed on the Union market”,
  • With effect from 27 April 2018. “Only cosmetic products that comply with this Regulation may be placed on the market within the Union.”.
  • This Regulation shall enter into force on the twentieth day following its publication in the Official Journal of the European Union.
